According to UN estimates, in 2019–2023 the largest inflows relative to population were to the UAE (19.8 per 1,000 residents a year), Malta (15.9), Seychelles (15.0), Luxembourg (14.1), Macao (12.7) and Iceland (12.6). The largest outflows were from Ukraine (−29.4), Tonga (−19.4), Venezuela (−14.6) and Lebanon (−14.0). Among large countries, notable inflows went to Canada (+9.0), Germany (+5.8), the UK (+5.2) and Australia (+5.0); Russia stood at +2.4 and Thailand near zero (+0.2). For the housing market, migrant inflows are one of the main sources of rental demand.

About the data
Indicator. Net migration is the difference between the number of people arriving in a country and the number leaving it, per 1,000 residents a year. A positive value means inflow, a negative value outflow.
Period and source. UN, World Population Prospects 2024: estimates of net migration and population for 2019–2023, the latest five years with actual estimates. The five-year average smooths out one-off spikes, such as those during the pandemic years.
Calculation. Net migration for each year divided by that year's population and multiplied by 1,000, then averaged over five years. WhiteIndex calculation based on UN data.
Scale. Eight classes. Orange to dark red shades are outflows: 0.5 to 2, 2 to 5, and more than 5 people per 1,000 residents; gray-teal is around zero (±0.5); purple shades are inflows of 0.5 to 2, 2 to 5, 5 to 10, and more than 10. The more saturated the color, the stronger the movement.
Gaps. Territories for which the UN publishes no separate estimate are shown in gray: Kosovo, Northern Cyprus, Somaliland and a number of small territories. Vatican City is not shown: its population is under one thousand.
Caveats. Migration is hard to measure: many countries do not record departures, and UN estimates are approximate. In small countries and territories with populations under 100,000 (for example Sint Maarten, the Marshall Islands, Tuvalu) the per-1,000 figure fluctuates widely. For Syria the UN estimates a net inflow for 2019–2023, reflecting the return of refugees; the estimate is imprecise. The outflow from Ukraine reflects refugees leaving after 2022.
