About the data

Indicator. General government gross debt: all debt liabilities of central government, regional and local authorities and social security funds, including bonds, loans and other borrowing. The page has two layers: debt as a % of GDP and debt in US dollars per person.

Period and source. IMF, World Economic Outlook, October 2026, values for 2025. Some of them are preliminary IMF estimates and may be revised.

Per-person calculation. Debt as a % of GDP multiplied by GDP per capita in current US dollars (both IMF figures for 2025). The conversion uses the market exchange rate, so the value also depends on the national currency's exchange rate.

Scale. Eight classes for each layer. Per person: under $500, $500–1,000, $1,000–2,500, $2,500–5,000, $5,000–10,000, $10,000–25,000, $25,000–50,000, and $50,000 and above; the steps are uneven because values differ by a factor of several hundred. As a % of GDP: under 20%, 20–30%, 30–45%, 45–60%, 60–90%, 90–120%, 120–150%, and 150% and above; 60% is the EU's Maastricht benchmark. The darker the color, the larger the debt.

Gaps. Countries and territories for which the IMF publishes no data for 2025 are shown in gray: Venezuela, Cuba, North Korea, Syria, Yemen, Somalia, Eritrea, Monaco, Vatican City, Northern Cyprus, Somaliland and a number of dependent territories.

Caveats. Gross debt does not take government assets into account. Singapore borrows not to cover spending but to invest in reserves, so high debt does not signal risk there. Norway and the Gulf states have large sovereign wealth funds. Much of Japan's debt is held by the Bank of Japan and domestic investors. Sudan's value is inflated by the collapse of GDP during the war. Debt per person is almost always higher in rich countries; to assess the debt burden, use the “% of GDP” layer.
